Dwell control, everywhere it already should be
Accessibility features deserve the same polish as the rest of the system.

The problem
Switch Control, dwell, and AssistiveTouch have changed lives, and they still stop at surprising edges: some sheets, some web views, some first-party apps. When an accessibility path breaks, it is not an inconvenience. It is a wall.
The proposal
Publish a system contract that every first-party surface must meet for dwell and switch access, and show a public status for the ones still catching up. Give Accessibility a release-note section as specific as Camera or Photos.
Who it helps
Anyone who uses their device with their eyes, a switch, or a lot of patience.
